I just did mine yesterday and didn't use the specific ford tool. In one of my screwdriver bit kits I had a set of flat blades with notches cut out the centre, I have no idea what they are used for but one of those fit perfectly. Otherwise you could just cut up a smallish flat blade screwdriver to do the same thing, much cheaper than the $30-60 ford usually want and work just as good.

GK if it makes you feel better, I ended up with the wheel and T Bar. I am another forum goer who has bought parts from JC.
With the amount of parts JC seems to sell, I wonder could he build a car with them.

Steering wheels are standard vinyl light grey ones. Exhaust is off the wagon, and is stock 2", or whatever it is, and has holes in the muffler. Free to a good home.
